At the same time, global warming is progressing due to the massive release of anthropogenic greenhouse gases, and humanity is faced with abnormal weather almost every year. More than 33 local governments and 1860 nations in 14 countries around the world have already declared a state of climate emergency and are embarking on major social changes to achieve carbon neutrality by 1 in order to meet the 5°C goal of the Paris Agreement. In response to this global situation, the number of local governments in Japan that have declared a state of climate emergency or committed to achieving net zero CO2035 emissions by 2050 is on the rise, and Tokyo has also declared a state of climate emergency while at the same time making concrete plans. In October 2019, the Prime Minister announced "carbon neutrality by 12" in order to overcome this climate crisis, and in November of the same year, both houses of the House of Representatives passed a declaration of a climate emergency.
I am humbled both physically and mentally by being appointed to serve as Chairman at a time when humanity is facing not only the novel coronavirus, but also a climate and environmental emergency. The corporation has also set a goal of becoming carbon neutral by 2050, and plans to reflect this in corporate management and education and research. Furthermore, the new coronavirus and carbon dioxide have no national borders, and a global response is essential to solving this global problem. Therefore, we will strive to secure excellent students and researchers from Japan and abroad, and take on the challenge of achieving the Paris Agreement and the SDGs (Sustainable Development Goals), which are common to all humankind, from a global perspective. We hope to fulfill our role as a think tank for the Tokyo Metropolitan Government, the school that established it, and contribute to the realization of a society that is capable of sustainable development as a school that is rooted in Tokyo but open to the world.
